Plenty of U.S. jobs, still too few takers

Never since the 1940s have so many U.S. job openings coincided with so few job seekers. This help explain why the Fed is likely to continue its hawkishly cautious stance.

Declaring a recession for the U.S. economy is one of the tasks of the National Bureau of Economic Research (NBER). Looking at most indicators, one might expect the NBER to do so any week. The reason “might” remains appropriate is that the labor market continues to be strong, at least for now. As the unemployment rate of 3.4% in January showed again, jobs continue to be plentiful, even taking into account quite a few measurement issues with that figure. The high level of job security is contributing to more robust consumption than the burden high inflation and mortgage rates impose on U.S. households would suggest. This in turn has an impact on inflation expectations. Here, markets and central banks alike seem at a bit of a loss. In February alone, inflation expectations for the next two years rose by 80 basis points to 3.15%[1].

Our Chart of the Week shows how unusual the current situation is. It depicts the relationship between the unemployment rate and the number of job openings (as part of the labor force) in the U.S. Based on the latest counts, there are almost twice as many job openings as job seekers. The last time this ratio was so high was at the height of the Second World War, when the industry had to shift radically to arms production and plenty of young Americans were serving overseas.

There are many explanations for today's oversupply of jobs. To start on the (labor) demand side, companies are probably delaying layoffs because they are afraid they will not find enough workers when they need them again. Moreover, there are probably some mismatches, not least in geographical and skills terms, between job seekers and jobs being created, for example in the course of the reshoring initiatives. On the (labor) supply side, there are additional possible reasons that could explain the shortage: workers have become more choosy, as the lavish financial aid during the Covid crisis allowed them to build up a cushion that gives them corresponding leeway; the improved possibilities of working from home allow for more part-time work; in the course of the Covid crisis, an above-average number of people retired.

It will probably be a few more quarters before the reasons for the distortions in the labor market start to be fully understood. But central bankers and investors have to worry about unemployment rates, wage trends and inflation in the here and now. No wonder, then, that bankers and investors are so data dependent and that interest rate and inflation expectations remain so volatile in financial markets. "If it were solely for the labor market, which shows no signs of weakening, the Fed would have to raise interest rates to 5 or 6%", Christian Scherrmann, USA economist at DWS, sums up the current situation.
